You cannot relinquish parental rights as part of a divorce. If one of the parties does not want to have anything further to do with the child as to decision making or visitation, you can agree upon one parent having sole parental responsibility (decision making) and sole custody (time-sharing). After you are divorced if you are remarried and your spouse is agreeable you could proceed with a step-parent adoption with the consent of the parent wanting to relinquish parental rights.
